In the last of the Confidential Despatches referred to in the margin on the 6th July, 1901, Sir William Gascoigne's of 12th August, 1902, Sir Henry Blake's of 12th March, 1901, and Sir Henry Blake's of 20th June, 1903, you were informed of the execution on the 17th June, 1903, of Lui Chui alias Di Kwai Fan, who, with a Chinese Constable Chan Lan Tsei (subsequently decapitated in China) and two Chinese braves, Tung Cheung and Tsui Fuk, were the actual perpetrators of the crime of the murder of Yeung Kui Wan at Hongkong on the 10th January, 1901.

In the same Despatch, Sir Henry Blake urged that the extradition of the above-mentioned Tung Cheung, of Yeung Tsing Kai, the Captain of a Chinese Gunboat who acted as an intermediary between the Police Authorities at Canton and the gang of murderers, and of Ng Shui Shang alias Ng Lo Som, a Chinese Police Agent and former resident in Hongkong, at whose house the murder was planned, should be demanded of the Chinese Government in order that the persons might be placed upon their trial in the Courts of this Colony, the first-named for murder and the other two for conspiring to murder.

Sir Henry Blake further suggested that
